For the first time in its history in 2010 Polish Wind Energy Association will award the IREW Prize. IREW is a Polish acronym for Interestingly and Honestly about Wind Power. It will be received by an author or person of group of persons who will publish/ broadcast the most interesting and honest text/program featuring wind power.

The climate summit, which ended on 18 December, did not bring a breakthrough in the climatic policy. COP15 ended in the Copenhagen agreement, which has not been signed by all 193 participants. The Copenhagen agreement, however not a legally binding document accepted by the parties to the Climate Convention pursuant to the United Nation’s rules, is to pave the way for a future legal agreement on climate protection under the Convention. It also assumes voluntary climatic policy.

An international panel of experts has released a report based on a review of a large body of scientific literature on sound and health effects, and specifically with regard to sound produced by wind turbines. After extensive review, analysis and discussion, the panel has concluded that sounds or vibrations emitted from wind turbines have no adverse effect on human health.

The €565 million investment in  nine offshore wind energy projects and infrastructure – approved yesterday by the European Commission as part of its European Economic Recovery Plan - shows that the European Union sees the offshore wind industry as a strategic sector for Europe’s future.

EWEA launched its second “Pure Power” report. The report, contains a multitude of figures about wind energy development in the EU Member States as well as new scenarios for 2020 and 2030. The aim of this prognoses  is to provide national governments with some guidance on wind power’s contribution to meeting their binding national targets.

The XIth edition of the Wind Energy Forum was held on 24 November in Warsaw. The subject discussed was „Energy Law vs. Directive 28/2009/EC – is the amendment to the Energy Law compatible with the new RES promotion Directive?”. Once again the Forum attracted significant attention, with almost 300 participants willing to actively participate in a discussion to solve the problems hindering wind power development in Poland.

We kindly inform you that at 28th of October new list of Natura 2000 areas was accepted by Council of Ministers. Fallow the actual list, new areas including 142 areas of special birds protection (in accordance with Bird Directive) and 817 areas of special protection (in accordance with Habitats Directive), all of  them represent 21% of Poland territory.

As the first city in the world will Frederikshavn in 2015 have shifted their energy to be based on 100% renewable energy. The most remarkable is perhaps that Frederikshavn also include transportation in this calculation.

We would like to inform that on the Senate’s of the Republic of Poland website a position of the National Economy Committee on renewables dated 15 October 2009 was published.

On 15 October 2009 the largest wind farm in Poland will be officially opened. In Margonin between Wągrowiec and Piła the company Neolica Polska Sp. z o.o., owned by Energias de Portugal, built a 120MW wind farm. 60 wind turbines with a capacity of 2 MW will produce approximately 260.000 MWh of energy per year.

We kindly inform that from the information acquired by PWEA from the Pomorskie Province Marshal’s Office it stems that the province’s authorities approved the final version of the “Draft spatial development plan of the Pomorskie Province”. The spatial development plan of the Pomorskie Province constitutes an extension of the principles laid down in the national strategic documents and the Pomorskie Province development strategy.

A 20 year plan for the development of European offshore wind power was presented to governments and EU officials by the European Wind Energy Association (EWEA)at the meeting on harnessing Europe's most plentiful energy source. EWEA’s 20 year offshore network development plan, launched to 4,000 business and government participants at the European Offshore Wind 2009 Conference on 14 September in Stockholm, provides a comprehensive approach to constructing a transnational offshore power grid.

New research by the European Wind Energy Association (EWEA) estimates that 8,600 MW of new wind energy capacity will be installed in the EU-27 in 2009: an annual growth rate of 1% compared to 2008 installations. In 2008 wind energy, with 8,484 MW installed, was the largest source of new electricity generating capacity in the EU. This would take the EU’s cumulative installed capacity to 73,535 MW, up from 2008’s cumulative capacity of 64,935 MW.

PWEA thoroughly read justification to the draft amendments and provisions of the draft amendment to the Environmental Protection Law dated 27 April 2001. Caring for the renewable energy sector we object to the changes insofar as allocation of means from substitution fees and penalties for failing to fulfil the obligation to purchase renewable energy. The changes in the allocation of substitution fees and penalties, referred to in Article 9a.1.2 and Article 9a.8.2 of the Energy Law dated 10 April 1997 (Journal of Laws 2006.89.625, as amended), as well as proceeds from penalties imposed pursuant to Article 56.1.1a of the Act, completely undermines the current, well-operating support scheme for green energy in Poland.

We inform that on 30 July 2009 proceedings in the Supreme Administrative Court, the party whereto was Polish Wind Energy Association, have ended. The proceedings applied to the procedure for calculation of the real estate tax for wind turbines. In accordance with the tax authorities the real estate tax shall be paid on the entire value of the wind turbine. In the Supreme Administrative Court PWEA was represented by Chadbourne & Parke law firm.

The Danish transmission system operator (TSO) published an extensive report discussing how Denmark reached high wind power penetration levels in the national power system. Adaptation to and integration of the Danish power system with wind power may be an example for countries still facing numerous barriers to development of the sector.

“The newly-adopted market liberalisation package will help open European power markets and allow a higher penetration of renewables, particularly wind power. One drawback comes in the form of possible opt-outs to full ownership unbundling,” said Christian Kjaer, Chief Executive of the European Wind Energy Association (EWEA). The European Parliament adopted the final version of the third internal market package earlier today, 19 months after the Commission’s initial proposal in September 2007.

PWEA claims that the basis defect of the “Polish Energy Policy until 2030” draft is the lack of systemic approach to the whole energy sector the document pertains to. Renewable energy is still treated as an insignificant sector or energy and electricity market. The area which in the strategy perspective is to generate 15% of the total energy produced countrywide has been given little attention in comparison to other energy sector branches.

On 16-19 March PWEA participated in the European Wind Energy Conference (EWEC), the most important European industry event. This year’s EWEC was held in Marseilles.

PWEA presents an analyze of Polish and community law regulations, defining the protection rules of Natura 2000 areas, made to check permissibility of introducing to planning instruments (plans, programs, strategies) detailed prohibitions and restrictions to build wind farms on properties located in Natura 2000 areas and in their vicinity.

The date for applying for funds from Operational Program Infrastructure and Environment has been set.
The applications can be handed in from 16th March 2009 to 14th April 2009.
Action 9.4 is dedicated to support investments in renewable energy sources. Wind energy is one of the goals.742 million PLN have been allocated for that project.

The European Commission as part of the ongoing implementation of the EU recovery plan has  presented proposals to invest in key energy and Internet broadband infrastructure projects. In the context of the European Economic Recovery Action Plan, an Offshore Wind Energy Programme of 500 million Euro is proposed.

During the meeting, which was held in the ministry, wind sector representatives introduced problems, which are a result of building regulations and which obstructs projects realization.

On 20th - 21st March 2007, III annual PWEA conference “Wind energy market in Poland” was held in Warsaw. During a two-day meeting, plenary session “Politics and Market”, together with six topic-dedicated panels (Environment, Technology and IT, Infrastructure, Services for Sector, Economy and Finances, Planning) took place. Conference gathered the record number of attendees – over 450! It only confirms a fast growing pace of market development and huge interest in Polish market from investors.

On 26 - 28 January 2008 the German power system on the area of the former East Germany has been subjected to extreme operating conditions. On Saturday (26 January) in the Vattenfall Europe Transmission regulation zone a record high wind generation of 7870 MW has been observed. On Sunday (27 January) the wind generation amounted to more than 7500 MW. On Monday (28 January) it fell to approximately 600 MW, i.e. by almost 7000 MW within 24 hours. On the other hand, on Monday the demand for power was much higher than on Sunday. Despite such a significant increase and fall in wind generation and demand the power system operator maintained grid stability and ensured proper operation thereof.

In 2007 wind capacity grew more in Europe than any other power-generating technology, an increase driven by Spain. Statistics released today by the European Wind Energy Association show that the installed capacity of wind power increased by 18% last year to reach a level of 56,535 MW.

On 23rd of January 2008, European Commission introduced directive on the promotion of the use of energy from renewable sources. In European Wind Energy Association opinion, Commission proposal for 20% renewable energy by 2020 paves the way for a massive expansion of wind energy in the 27 Member States and a new energy future for Europe. It proposes a stable and flexible EU framework in which Member States keep control of their renewable energy policies through successful national support systems.

European Offshore WInd 2007 conference took place on 4-6 December in Berlin. wWde range of disciplines and experiences has been presented in the context of today’s offshore wind industry - initial site selection through planning, installation and operation, expertise and industrial sectors. Specific case studies and lessons learned from all of these areas were presented European Offshore Wind Conference in Berlin, to help future projects be delivered faster and more efficiently. Crucial steps forward in the development of offshore wind have been taken this week at the conference in Berlin, notably the announcement by the Commission of an action plan for offshore wind energy. This is key to meeting the 20% renewables target.

Al Gore, former USA vice-president and Intergovernmental Panel on Climat Change was awarded with 2007 Nobel Peace Prize for their worldwide efforts in a field on building and disseminating of knowledge about climat change and for creating means which are indispensable to fight with such a changes. Prize will be traditionally presented at 10th of December in Oslo.
