II conference „Wind Energy market in Poland”


On 20th - 21st March 2007, II annual conference “Wind energy market in Poland” organized by he Polish Wind Energy Association was held in Warsaw.

Honorary patronage over the conference was assumed by Minister of Economy, Piotr Grzegorz Woźniak. Among the invited guests there were: Secretary of State in Ministry of Economy, Krzysztof Tchórzewski, Undersecretary of State in Ministry of Regional Development, Janusz Mikuła, Director in Department of Energy Security, Zbigniew Kamieński, Vice-president of the Energy Regulatory Office, Wiesław Wójcik, Policy Officer in Regulatory Policy & Promotion of Renewable Energy Unit (Directorate General for Transport and Energy – DG TREN) Beatriz Yordi, and Chief Operating Officer in the European Wind Energy Association, Bruce Douglas. Over 250 participants attended the conference – representatives of the wind energy sector – developers, investors, producers, local politicians, representatives of distribution companies, both from Poland and abroad.

The conference was opened by President of the Association, Mr. Jarosław Mroczek, who while greeting the numerously gathered attendees, expressed his opinion that such significant interest in the conference shows that development of wind energy in Poland is no longer a target of a narrow group of its supporters, and that renewable energy, including wind energy has become an indispensable element of the energy market in Poland.

During the plenary session Policy and Market, Vice-minister Krzysztof Tchórzewski was the first to take the floor. In his speech, he emphasized the fact that increase of share of energy from renewable sources  on the internal energy market, is both a target of the European Union and Poland. According to the Directive of the European Parliament and the Council on promotion of energy from renewable sources on the internal energy market, RES should be given a priority. Vice-minister also informed that this year the European Commission will present a new, frame Directive on promotion of renewable sources, within which targets for particular countries will be established. 

Zbigniew Kamieński, Deputy director in Energy Department of Ministry of Economy, presented the current structure of energy sources in Poland, that is as follows: 59,5% of energy comes from coal, 22% from oil, 13% from gas and 5,5% from renewable sources. Director Kamieński also emphasized the fact that according to predictions of the Ministry till 2020 these proportion will change and will be as follows: 54% coal, 22% oil, 15% gas and 9% renewable sources. At the end of his speech, Director Kamieński added that Operational Programme Infrastructure and Environment is currently negotiated with the European Commission, within which there are significant means for development of renewable energy, including wind. 

Beatriz Yordi, representative of the European Commission, Policy Officer in Regulatory Policy & Promotion of Renewable Energy Unit Energy, DG TREN, presented current state of renewable energy in the European Union and in Poland and also emphasized the fact that regulations concerning RES in particular member countries, influence development dynamics of the whole renewable energy sector. 

Moreover, current state, perspectives and barriers to development of wind energy in Poland were also discussed during a two-day meeting. Almost all issues in connection with wind energy in Poland were brought up during the conference. Discussion on development of wind farms at sea and possibilities of financial support for wind energy was held on the first day of the conference. The second day was dedicated to discussing aspects concerning connection to the grid, influence of energy market on environment and evaluation of wind resources. 

While closing the conference, PWEA President Jarosław Mroczek informed that the conference will be held periodically, always during the 12th week of the year. Furthermore, he invited the attendees to participate in Wind Day that will be organized by the Association on 15th June 2007 in Warsaw and Wind Energy Forum planned for November 2007.
