What can we expect?
As announced by the ERO President, this year’s RES auctions will take place in the last quarter of this year. On the basis of the Regulation of the Council of Ministers on the maximum auction volumes of RES electricity that can be auctioned in 2020, the total auction volume has been set at 75.3 TWh worth PLN 27.4 billion. The basket for large wind and solar installations will account for 61% of this volume and 51% of its value, respectively. Thanks to this year’s auctions, a total of over 2.4 GW of new RES capacity may be created.
What about reference prices?
Under the Regulation of the Minister of Climate on reference prices of RES electricity in 2020 published in May, reference prices for wind and PV technology will be lower than the year before. The maximum support for wind farms with a capacity greater than 1 MW will be 250 PLN/MWh this year (35 PLN/MWh less than the year before), and for photovoltaic installations – 360 PLN/MWh for smaller units (no more than 1 MW) and 340 PLN/MWh for those with an installed capacity greater than 1 MW (in both cases 25 PLN/MWh less than in 2019).
What have Anti-Crisis Shields changed?
Pursuant to the amendment of the RES Act under the Anti-Crisis Shield 1.0 of March 2020, investors benefiting from the auction support system will be able to apply for an extension of the deadline for the first sale of electricity produced in the RES installation in the event of special circumstances related to the COVID-19 epidemic. This deadline may be extended by a maximum of 12 months.
