PWEA has prepared a position paper on the Concept for modification of the balancing market rules in Poland
PSE SA, the Polish TSO, has submitted the document “Concepts for modification of operating principles in the Polish balancing market” for public consultation.
In response, PWEA has prepared more than ten remarks significant from the point of view of the renewables industry and wind power in particular.
PWEA calls for:
- a longer period of preparation for such significant chances (at least a year)
- more differentiation of rights and obligations of entities operating in the balancing market (partially met e.g. by exemptions from classification of individual RES installations)
- an obligation regarding power reduction service for wind installations and no additional consequences for generators in case of failure to execute the operating programme as a result of objective inability of the installation to provide such service
- lack of obligation for wind generators regarding submitting and executing incremental bids.
