On 18 December 2013 started a public consultation on the Draft Guidelines on environmental and energy State aid developed by the European Commission. The objective of the consultation is to gather Member States, stakeholders and citizens at large opinions on the draft guidelines on environmental and energy aid for the period 2014-2020. The draft guidelines set out the conditions under which state aid measures may be declared compatible with the internal market. The proposal is based on the Commission’s decision practice as well as on its analysis of the current market and policy conditions in the environmental and energy sectors.
The document is relevant for the current work of the Polish government on the draft RES law and planned amendments in RES support system. The planned changes will in fact have to be notified to the European Commission and will be assessed for compatibility with the internal market.
The guidelines is expected to enter into force on 1 July this year. Consultation of the project will last until February 14 this year.
