Extension of areas allocated for future offshore wind farms and the need to allocate areas for transmission infrastructure are only some of the PWEA proposals for the new version of the spatial development plan of maritime areas.
Polish Wind Energy Association filed a Position Paper to another version of the draft spatial development plan for Polish maritime areas. The new document only insignificantly (by approximately 500 MW) increases the development potential of wind farms in the Baltic Sea.
The draft strategic governmental documents (draft Energy Policy of Poland by 2040, EPP 2040) quote 10.3 thousand MW of Baltic Sea wind farms in the 2040 perspective. In PWEA opinion the target energy potential of the Polish Baltic Sea area could reach 12-14 thousand MW (which has been reflected in the PWEA Position Paper on EPP 2040).
In PWEA opinion, if the government is really considering offshore wind energy, it should exploit the German experiences in that area. In that country the initially planned 50 thousand MW of offshore capacity shrunk after verification of potential sites (including bottom topography) to 15 thousand MW to be implemented.
Considering the above, following the publication of the subsequent version of the 1:200,000 scale draft Spatial Development Plan for Polish Maritime Areas (PMASDP v2), Polish Wind Energy Association addressed a Position Paper to the Maritime Office, commenting on the arguments presented in the letters.The Position Paper has also been filed with Ministry of Maritime Economy and Inland Navigation, the Office of the Government Representative for Strategic Energy Infrastructure and parliamentary committees and teams related to the development of renewable energy sources, and with all parliamentary clubs.
PWEA remarks focus on the need to extend areas for future investments, designation of areas for transmission infrastructure and potential breaches of already issued permissions to build artificial islands as well as environmental limitations.
