2011 was a stable year for the offshore wind industry with 235 new offshore wind turbines grid connected, worth approximately 2.4 billion Euros.

European Wind Energy Association (EWEA) published its annual offshore wind statistics for 2011 in Brussels showing that 235 new turbines with a total power capacity of 866 Megawatts (MW) were fully grid connected across nine offshore wind farms.

Nine offshore wind farms currently under construction will bring online an additional 2375 MW – increasing the EU’s total installed offshore wind power capacity by 62%.

Did the wind power boom in Poland end before it could really start? This is the most important question asked by investors after the ERO published data concerning the sector’s development last year and after publication of the package of energy legislation. In accordance with the latest data of the Energy Regulatory Office, at the end of December 2011 there were 1 616.36 MW of installed wind capacity.

In 2010 the figure was 1179 MW, hence the growth of 437 MW, which is 18 MW less than in 2010, which saw 455 MW of new capacity. This is much below operators’ forecasts reaching 2 000 MW and the industry’s capacity. The data demonstrate that despite hundreds of millions Euros of European and national subsidies the growth is clearly slowing down.

The National Fund for Environmental Protection and Water Management announced a schedule of planned receipt of applications under the priority programmes in force in the Fund. Wind power investors may only count on a competition under the Green Investments Scheme – Part 4 – Construction, extension and conversion of power grids to allow for connection of wind power generating sources (RES), scheduled for the 2nd quarter of 2012.

Authoritative, strict imposition of environmental impact assessment methodology for wind farms is inadvisable, for each site has its own, unique specificity – this is the most important conclusion from the Wind Energy Forum held this week. The green energy industry wants to forward conclusions from the Forum to the General Environmental Protection Directorate, which is working on guidelines regulating the studies on the impact of wind turbines on birds and bats.

On behalf of members of the Polish Wind Energy Association I kindly request Mr. Prime Minister to appoint a Governmental Plenipotentiary for Renewable Energy Sources.

The climate and energy policy adopted in all countries of the European Union as the basis for industrial development, in particular in the energy sector imposes on member states a number of targets and specific tasks related to its implementation. Due to historically determined characteristics of the fossil-based energy sector, the situation of our country is very specific. However, these characteristics do not exempt our country from the need to fulfil the assumed obligations despite acquisition of special terms and conditions and transitory periods.

Assessment of wind farms’ impact on birds and bats is one of the most important aspects of investment development, involving investors, naturalists carrying out field studies, as well as administration bodies issuing environmental decisions. However, a discussion concerning the guidelines and principles regulating the process may not be carried out without industry representatives. Therefore, the Polish Wind Energy Association decided that the next Wind Energy Forum (5 December 2011, Warsaw, Mariott hotel) will be fully dedicated to the discussion on the methodology of assessment of wind farms’ impact on birds and bats.
